About the Speakers

Daniel J. Mitchell is a Senior Fellow and he specializes in fiscal policy, particularly tax reform, international tax competition, and the economic burden of government spending. He also serves on the editorial board of theCayman Financial Review. Prior to joining Cato, Mitchell was a senior fellow with the Heritage Foundation, and an economist for Senator Bob Packwood and the Senate Finance Committee. Dan’s work has been published in numerous outlets, including the Wall Street Journal, New York Times, Villanova Law Review, Public Choice, Emory Law Journal, Forbes, USA Today, Offshore Investment, Playboy, andInvestor’s Business Daily. He has appeared on all the major TV networks, and has given speeches in almost 40 states and more than 30 countries. Dan earned a Ph.D. in economics from George Mason University.

Mustafa Kutlay is assistant professor of International Political Economy at TOBB University of Economics and Technology. After receiving BA and MA degrees from Middle East Technical University, in his PhD studies, Dr Kutlay specialized on international political economy at the Department of Political Science and International Relations at Koç University. He conducted academic research at Royal Holloway University of London as a visiting research fellow with TUBITAK scholarship during his PhD. In 2013, he was selected as Marshall Memorial Fellow, German Marshall Fund of the United States, USA. Dr Kutlay is the Director of Centre for EU Studies at International Strategic Research Organization (USAK), an Ankara-based Turkish think tank. He is also a Research Fellow within the Conflict Analysis Research Centre at University of Kent, UK. Between 2011-2013, he was the editor of monthly strategy and policy journal, Analist. He works on international/comparative political economy, political economy of Europe and Turkey, Turkey-EU relations, regionalization and emerging powers, and Southern Europe (Greece and Cyprus). His articles appeared in Third World Quarterly, Perspectives on European Politics and Society, New Perspectives on Turkey, Insight Turkey, Perceptions, andUluslararası İlişkiler, inter alia. He is the co-author of a book on Turkey-EU relations and author of two book chapters.
